Our extensive experience across Southeast Asia, the Middle East, Australia, the USA, and other regions — working on both the Client and Contractor sides — gives us a deep understanding of the nuances of project delivery. MLR Project Management & Consultancy | Marty FuentesMarty Fuentes is the driving force behind MLR Project Management & Consultancy. With more than two decades of experience in project management, he brings a rare combination of global exposure, technical depth, and strategic leadership.

After earning his civil engineering degree from the University of the Philippines Diliman — the country’s premier institution — Marty began his career as an analyst and management trainee. Through consistent performance and dedication, he rose to senior management roles before founding MLR to deliver independent, high‑impact consultancy services.

His career spans continents and industries, having delivered civil, road, rail, marine, infrastructure, and building projects across all phases — from inception and tender to delivery — in Australia, the UAE, Saudi Arabia, the Philippines, the United States, including U.S. military and federal‑level projects.

Marty is also recognized as one of the few global experts in project controls and forensic schedule analysis. His mastery of advanced methodologies — including window analysis, Time Impact Analysis (TIA), and other industry‑accepted delay analysis techniques — places him among a very small group of practitioners worldwide capable of producing defensible, claim‑ready schedule assessments.

His commitment to excellence is reflected in both his academic and professional achievements:

Across many organizations, I observed recurring issues — the disconnect between time, cost, and resources; Primavera P6 setups that were fundamentally incorrect; misinterpretation of contract specifications; and the improper application of delay analysis methodologies. These gaps often lead to poor decision‑making, weak claims positions, and avoidable project risks.

Of course, in the projects I led, I ensured that proper planning, scheduling, and forensic analysis practices were implemented. But I knew I could contribute more than what a single employer or project environment would allow. I realized that through my own consultancy, I could work with a broader range of organizations and help elevate how project planning and controls are practiced.
